The first Indigenous-owned casino was opened in December 1979 by the\nSeminole Tribe, in the form of a high stakes bingo parlor in Florida. <\/p>\n\n\n\n

Just after opening the Seminoles were threatened with closure by the\ncounty sheriff. <\/p>\n\n\n\n

A long legal battle closed in 1981 when the Supreme Court ruled that the\nSeminoles had the right to operate the parlor thanks to their sovereignty\nrights.<\/p>\n\n\n\n

This led to many Native American Tribes rightly opening their own parlors and casinos.<\/p>\n\n\n\n

In recent years the number of Indigenous-owned casinos in the United\nStates has grown to over 500. <\/p>\n\n\n\n

But how exactly do these casinos differ from others around the US?<\/p>\n\n\n\n

1. Tribes Don\u2019t Pay Taxes\nOn Casino Income, But Employees And Winners Do<\/strong><\/strong><\/h2>\n\n\n\n

There\u2019s a bit of confusion around Native American casinos and tax. <\/p>\n\n\n\n

In reality, it\u2019s all quite clear. The federal and state governments are\nnot allowed to charge taxes on the tribes\u2019 activities. <\/p>\n\n\n\n

This means that the casinos don\u2019t need to pay taxes to the federal or\nstate governments, including on commercial or business incomes. <\/p>\n\n\n\n

However, there are usually still compacts and stipulations that see\ncasinos paying local counties or states a portion of the profits.<\/p>\n\n\n\n

When they pay out funds as salaries or profit\nsharing to tribe members, that income is taxable. However, individuals who are given\nmoney under general welfare or social benefit programs do not have to pay tax.<\/strong><\/p>\n\n\n\n

For players, taxes apply<\/a> as normal, so if you win money at a Native American casino the IRS wants to know about it. <\/p>\n\n\n\n

Casinos can also issue\nwin\/loss statements using loyalty card transactions to help when people are\nfiling taxes, too.<\/p>\n\n\n\n

2. Native American Casinos\nBring In More Gambling Revenue Than All The Casinos On The Las Vegas Strip Combined<\/strong><\/strong><\/h2>\n\n\n\n

In fiscal year 2021, tribal gaming revenues increased by over 40% from the previous year to reach gross gaming revenues (GGR) of $39 billion<\/a> \u2013 a new record.<\/p>\n\n\n\n

During the same year, the\nLas Vegas Strip brought in $7 billion in GGR. These amounts are before\nsalaries, management costs and other expenses.<\/strong><\/p>\n\n\n\n

Of course, this comparison is not entirely fair as it pits the combined\nrevenues of around 500 tribal-owned casinos against the approximately 30\ncasinos found on the Las Vegas Strip. <\/p>\n\n\n\n

But it still shows us that, while the Las Vegas Strip gets all the\nattention, there is serious money to be made by running casinos on sovereign Native\nAmerican land. <\/p>\n\n\n\n

3. Security Guards At Tribal\nCasinos Have The Power To Detain, But Not To Arrest<\/strong><\/strong><\/h2>\n\n\n\n

Planning to cheat at your local tribal casino? You might want to think\nagain. <\/p>\n\n\n\n

In Las Vegas, the security officers are only allowed to watch and\nreport, bringing the police in should any crimes take place.<\/p>\n\n\n\n

At Native American casinos you\u2019re on sovereign land. This means that the\nIndigenous police are usually guarding the casinos. <\/p>\n\n\n\n

Because of this it is in their power to investigate crimes, search suspects,\nand detain non-Indigenous people. <\/p>\n\n\n\n

However, Indigenous police forces are only allowed to arrest and\npersecute other Native Americans. <\/p>\n\n\n\n

The fact they are limited in the arrests they can perform often means Indigenous\npolice forces have to wait for non-Indigenous police forces to arrive and\nformally complete arrests.  <\/p>\n\n\n\n

4. Palms Casino Resort Is The First Casino In Las Vegas To Be Owned By A Native American Tribe<\/strong><\/h2>\n\n\n\n

Palms Casino\nResort is a 703-room hotel and casino resort that was first opened in\n2001. <\/p>\n\n\n\n

After changing\nhands a couple of times, Station Casinos purchased Palms Casino Resort in 2016\nfor $312.5 million. The company then paid for a $620 million renovation. <\/p>\n\n\n\n

Like other casino resorts\nin Las Vegas, Palms closed at the beginning of the Coronavirus Pandemic in\n2020. This, amongst other reasons, led Station Casinos to list Palms for\nsale. <\/p>\n\n\n\n

In May 2021 it\nwas announced that the resort would be sold to the San Manuel Band of Mission Indians for $650 million. <\/p>\n\n\n\n

This sale marked Palms as the very first Las Vegas casino resort to be owned by a Native American Tribe and it re-opened<\/a> after a two-year closure on April 27, 2022.<\/p>\n\n\n\n

Speaking before\nthe sale was finalized, CEO of the San Manuel Band of Mission Indians, Laurens\nVosloo, said: <\/p>\n\n\n\n

\u201cIt\u2019s the\ngaming Mecca of the world and the place to be. It\u2019s a natural and a good fit\nfor us to have an asset there that we can send our customers to, contribute to\nthat economy and be part of the Las Vegas community.\u201d<\/p>\n\n\n\n

5. Games Aren\u2019t Regulated\nIn The Usual Way<\/strong><\/strong><\/h2>\n\n\n\n

Casino games at tribal casinos aren\u2019t regulated like Las Vegas casinos. <\/p>\n\n\n\n

Instead, they must adopt a gaming ordinance approved by the National\nIndian Gaming Commission. This determines the casino\u2019s payment schedules and payout\npercentages. <\/p>\n\n\n\n

What\u2019s more, there aren\u2019t clear rules about displaying these payout\npercentages, so many gamers won\u2019t know the odds they are coming up against.<\/p>\n\n\n\n

However, this doesn\u2019t mean that Native American casinos are tighter than\nother casinos elsewhere. Some casinos might even have looser odds. <\/p>\n\n\n\n

It’s important to remember that because each casino can follow different\nrules, most experiences are purely anecdotal. <\/p>\n\n\n\n

In general, though, it appears that the table games are more generous at\ntribal casinos, while slots are a bit tighter.<\/p>\n\n\n\n

6. Native American Casinos Are Some Of The Biggest In The World<\/strong><\/h2>\n\n\n\n

Many of the\nworld\u2019s most famous casinos, such as the MGM Cotai and The Venetian Macau are\nwell known for their massive gaming spaces. <\/p>\n\n\n\n

The MGM has\naround 500,000 sq. ft. of gaming space. The Venetian Macau, a whopping\n546,000. <\/p>\n\n\n\n

However, the casino with the largest gaming space in the world is the WinStar World Casino and Resort in Thackerville Oklahoma, a casino owned by the Chickasaw Nation. <\/p>\n\n\n\n

This casino boasts an incredible 600,000 sq. ft. of gaming space; that’s\nnearly the size of 10 and a half football fields!<\/p>\n\n\n\n

Another massive, Indigenous-owned casino is Foxwoods Resort Casino in\nLedyard, Connecticut. <\/p>\n\n\n\n

Owned by the Mashantucket Pequot Tribe,\nFoxwoods offers 344,000 sq. ft. of gaming\nspace – making it 2.7 times larger than the gaming space available at Caesars\nPalace.<\/p>\n\n\n\n

7. Although They Own The\nLand, The Tribe May Not Run The Casino<\/strong><\/strong><\/h2>\n\n\n\n

Indigenous land is sovereign, but that doesn\u2019t mean that all casinos\nfound on Indigenous land are run by Native Americans. <\/p>\n\n\n\n

Just like any business, Indigenous-owned casinos frequently turn to\ninvestors, advisors and managers to aid the success of their business. <\/p>\n\n\n\n

For example, before its merger with El Dorado Resorts, Caesars (through Harrah\u2019s)\nmanaged Native American casinos for\nyears. <\/p>\n\n\n\n

At\nthe time of the merger these included Harrah\u2019s Ak-Chin, outside Phoenix,\nHarrah\u2019s Cherokee Casino Resort and Harrah\u2019s Cherokee Valley River Casino and\nHotel in North Carolina. <\/p>\n\n\n\n

What\u2019s more, famous businessmen have also been involved with tribal casinos\nover the years. <\/p>\n\n\n\n

Lim Goh Tong partnered with the Mashantucket Pequot Tribe for Foxwoods Casino, and Donald Trump\npartnered with Twenty-Nine Palms Band of Mission Indians of California to open what was then called Trump 29 Casino. <\/p>\n\n\n\n

8. Native American Casinos Improve Local Employment\nRates<\/strong><\/strong><\/h2>\n\n\n\n

One of the key benefits of Native American casinos is that they provide a\nton of jobs for locals. <\/p>\n\n\n\n

Research highlights that casinos result in both a\n26% increase in local employment rates and a 14% drop in the number of working\npoor. <\/p>\n\n\n\n

Casinos have also been shown to cause an 11.5% boost in reservation\npopulations. This is thought to be because the good employment opportunities\nallow Native Americans to move back to the reservation. <\/p>\n\n\n\n

Other markers of poverty, such as childhood obesity, also declined in\nIndigenous communities that were close to a Native American casino. <\/p>\n\n\n\n

9. Casinos Can Negatively Affect The Local Indigenous\nCommunity<\/strong><\/strong><\/h2>\n\n\n\n

Unfortunately, developing casinos on Indigenous land can result in a\nlist of negative effects as well. <\/p>\n\n\n\n

These include a 10% increase in violent crime, a 10% increase in car\ntheft, and an increase in bankruptcies of those who live within 50 miles of the\ncasino. <\/p>\n\n\n\n

This is nothing new; casinos have been shown to increase crime pretty\nmuch everywhere they are built. <\/p>\n\n\n\n

However, it is thought that Native Americans are at an increased risk of\ndeveloping gambling addictions when compared to the wider American public. <\/p>\n\n\n\n

This has led people to wonder if building casinos on reservations is something\nthat benefits or harms the tribe.   <\/p>\n\n\n\n

10. Tribes Use Profits From Their Casinos To Build\nInfrastructure And Fight Inequality<\/strong><\/strong><\/h2>\n\n\n\n

Many people assume that, with such a huge market for local casinos, all\nNative American communities must be flush, too. This couldn\u2019t be further from\nthe truth. <\/p>\n\n\n\n

Native Americans are still one of the most impoverished populations in\nthe whole of the United States. <\/p>\n\n\n\n

One of the key reasons for building casinos is to\nimprove the lives of the Native American population. <\/p>\n\n\n\n

But it\u2019s important to point out that even if the\ncasino is profitable the individual members of the tribe don\u2019t really get\nprofit sharing or additional cash.<\/p>\n\n\n\n

Instead, the tribes generally use the money to invest in improving\ninfrastructure, education services and healthcare. <\/p>\n\n\n\n

For example, the Muckleshoot, a tribe based in Washington, have used\nincome from their casino to build a medical and dental facility, and to\nconstruct homes for the elderly. <\/p>\n\n\n\n

What\u2019s even more impressive is that Native American tribes often give a\nlarge proportion of their earnings to charity. <\/p>\n\n\n\n
