The Sands PAC also contributed to 20 Republican House candidates and four Republican Senate candidates. These donations totaled $365,000, Jones added.<\/strong><\/p>\nMany of those benefiting from the PAC are considered allies of House Speaker Dade Phelan, a Republican.<\/p>\n
Donations Are Smart Move for Sands<\/h2>\n \u201cThese donations are designed to lay the groundwork for another effort to obtain passage of pro-casino gambling legislation during the 2023 legislative session that will begin in January,\u201d Jones told Casino.org<\/em>. The composition of the legislature is largely determined in the primaries.<\/p>\n\u201cOut of the 150 Texas House districts, less than a half dozen will be competitive in November, and of the 31 Senate districts, at most one will be competitive in November,\u201d Jones predicted. \u201cAs a result, the actual composition of the 2023 Texas Legislature is being decided in the spring primaries, and hence, this is the time of year when the Las Vegas Sands contributions are most valued by candidates.\u201d<\/p>\n

But Sands\u2019 attempt to see the passage of casino gambling legislation in 2023 \u201cis most likely going to suffer the fate of past casino gambling efforts — and not even make it out of committee,\u201d Jones predicted. He called it a \u201clong-shot bet that is very unlikely to pay off in 2023.\u201d<\/p>\n<\/div>\n
Legalizing casinos in Texas will require a two-thirds vote in both houses of the legislature. Lt. Gov. Dan Patrick, a Republican who presides in the Senate, and Speaker Phelan, who presides in the House, \u201ccan block that vote almost single-handedly,\u201d Barrow said. A referendum would follow a positive vote in the legislature.<\/p>\n
But the PAC donations remain a \u201csmart move,\u201d Jones added. It allows for \u201cthe prospect of … gaining a foothold in the country\u2019s largest untapped gambling market.\u201d<\/p>\n
It can also lead to potentially playing a role in the design of the legislation. For instance, gambling locations could be restricted \u201cto large luxury destination casinos that would limit market access to the Las Vegas Sands and a few other deep-pocketed companies,\u201d <\/strong>Jones said.<\/p>\nSands Will Stay in the Game<\/h2>\n Sands leadership apparently is not getting discouraged, despite the political challenges.<\/p>\n
Las Vegas Sands is clearly playing a long game,\u201d<\/strong> Barrow said. \u201cIn many states, it has taken 10 to 15 years to secure the approval of casino legislation. As long as Sands continues to make incremental headway, they will stay in the game.\u201d<\/strong><\/p><\/blockquote>\nBrandon Rottinghaus, a political science professor at the University of Houston, agrees there is a slow process.<\/p>\n
